Open Question: Is it a good idea to use a HDTV Lcd montior 19" samsung as a Pc Montior?

my cell phone screen broke and i have a samsung x427m.
i've been wanting a new cell for a while, and my parents were thinking about getting me a new one for my birthday, but this is more urgent bc i cant see anything, its like this orange line thingie but i can still answer calls.
i was wondering if there were any deals through cingular where you didnt have to get a new 2 year contract? i've had my phone since June 18, 2005. so yeahh
